GOVERNING COUNCIL OF THE VALUATION TRIBUNAL
SERVICE FOR WALES (GCVTSW)

CHIEF EXECUTIVE

SALARY CIRCA: £42K

The Governing Council seeks to appoint a Chief Executive to head the administration of its four component Valuation Tribunals in Wales: namely the East, North, South and West Wales Valuation Tribunals which are primarily tasked with processing, listing and hearing appeals against valuations for business rates, and against both valuations and liability for Council Tax.

The appointee will be expected to provide inspirational leadership and direction in developing a unified Valuation Tribunal Service for Wales (VTSW) to deliver an efficient and effective administration of the Service on an all Wales basis. He/she will be responsible for implementing short, medium and long term changes under the policy direction of the Governing Council.

The Candidate will need management skills incorporating;

  • Excellent leadership, team building and communication
  • The ability to achieve strategic and business objectives
  • Capability to implement any change management for the Governing Council
  • To understand the necessity for probity, independence and impartiality

 Ability to communicate through the medium of Welsh would also be desirable.

Whereas the post offered is predominantly a managerial position, experience and/or knowledge in Valuation Tribunal work would be considered desirable to head the administration of this relatively small service of c20 staff in Wales.

The post holder will be expected to have IT competency (Microsoft Word and Excel) and, within this small Service, to engage personally in senior administrative tasks.

The Chief Executive will, through the Management Team comprising of the Clerks and him/herself, lead the administration. Judicial independence is of paramount importance to the Tribunals. Their judicial functions, which encompass the listing and determination of appeals and membership issues, are performed locally under the statutory direction of the respective President with the assistance of his/her Clerk.

A consultation paper, proposing changes to the structure of the four Valuation Tribunals in Wales, has recently been issued by the Minister for Social Justice and Local Government.

The appointment will initially be full time for a period of two years when the permanency and/or full time status of the position will be reviewed.

 The Governing Council would be prepared to consider a secondment, from a suitable background. The post will have the direct support of at least one dedicated Administration Officer (or FTE).

The post falls under the Local Government 'Green Book' conditions of service as adopted for the Valuation Tribunal Service. The salary range is between points 51 to 54 of the Local Government pay scale. Travel (currently Casual Car User) and subsistence allowances are payable in appropriate circumstances. Valuation Tribunal staff may join a superannuation scheme arranged through Local Government Pension Schemes in Wales.

The office of the Chief Executive will be determined at time of appointment and may be located at the East/South, North or West Wales sites based at Newport, Colwyn Bay and Carmarthen respectively. In exceptional circumstances, a small stand alone office may also be considered.

At a recent meeting, the Governing Council resolved:

  • The anticipated programme for consideration of applications:
a.      Opening of the applications w/c 15 December 2008.
b.      Sift and short listing by the Governing Council planned for 13 January 2009.
c.      Interviews planned during the two weeks commencing 26 January 2009 (exc. 28/30 January).  

 The VTSW is a sponsored body of the Welsh Assembly Government which primarily entails provision of its funding, issuing relevant legislation and approval of appointments made. Each individual Valuation Tribunal otherwise operates wholly independently under the umbrella of the GCVTSW administration.
